Malthus emphasises the difference between government-supported welfare, and public charity. He proposed the gradual abolition of poor laws by gradually reducing the number of persons qualifying for relief. Relief in dire distress would come from private charity.  He reasoned that poor relief acted against the longer-term interests of the poor by raising the price of commodities and undermining the independence and resilience of the peasant. [ citation needed ] In other words, the poor laws tended to "create the poor which they maintain."

The United Nations Population Division projects world population to peak at over 10 billion at the end of the 21st century, but Sanjeev Sanyal has argued that global fertility will fall below the replacement rate in the 2020s and that world population will peak below 9 billion by 2050, followed by a long decline.  A 2014 study in Science concludes that the global population will reach 11 billion by 2100, with a 70% chance of continued growth into the 22nd century. 
In Malthus' opinion, the masses were incapable of exercising moral restraint, which was the only real remedy for the population problem. They were therefore doomed to live always at bare subsistence level. If all income and wealth were distributed among them, it would be totally wasted within one generation because of profligate behaviour and population growth, and they would be as poor and destitute as ever. Paternalistic attempts to help the poor were therefore highly likely to fail. Also, they were a positive evil because they drained wealth and income from the higher (and therefore more moral) ranks of society. These people were responsible - either in person or through patronage - for all the great achievements of society: art, music, philosophy, literature and so on owed their existence to the good taste and generosity of these people. Taking money from them to help the poor would deprive the world of culture.
